Problem
Governor Gina Raimondo’s 2018 re-election campaign included extending high-quality pre-K access to all of Rhode Island’s 4-year-olds. To achieve this pre-K expansion, they called on Blue Seats Consulting to develop a comprehensive plan.
Action
The Blue Seats team along with partner organization, Delivery Associates collaborated in 2018-2019 to:
- Research, analyze and evaluate opportunities, challenges, costs, dependencies and sequence needed to extend pre-K access to more young learners.
- Deliver the cost model for a sustainable, high-quality expansion.
- Coordinate an advisory coalition of educational leaders, legislators and higher ed partners.
- Design and produce the tool to communicate needs to legislators.
Outcomes
This strategic effort helped Rhode Island legislators understand the investment to expand high-quality Pre-K seats. The Deputy Chief of Staff for the Governor used the communications tool to discuss the costs and benefits of expanding Pre-K with Rhode Island stakeholders. The Governor and her team secured funding for 50% more seats in 2019-20.
